Wilbur Red Tomahawk has been working in Tribal Housing since 2010.  Prior to his career in housing, he held Executive Leadership positions with the Standing Rock Sioux Tribe as Vice Chairman and Chairman/Executive Secretary with the Standing Rock Gaming Commission.  Then as the Executive Director for the Standing Rock Sioux Housing Authority (SRHA) where he managed the SRHA Indian Housing Block Grant (IHBG) budget of 4.6 million dollars.  During his tenure as SRHA Executive Director, Wilbur discovered and resolved several serious violations and issues to include the summary and collection of over 2 million dollars of developer delinquent fees owed to the Tribe from the Low-Income Housing Tax Credit (LIHTC), plus discovered and resolved several outstanding HUD audit findings.

Wilbur brings an extensive background and a superior established track record, not only in Executive Leadership but also with Affordable Tribal Housing Development, strategic Tribal Community Economic Development, and all areas of Finance with particular emphasis to Tribal Housing Finance programs such as NAHASDA, LIHTC, AHP/FHLB, Rural Development and Title VI.

Today, Wilbur is the President/CEO of his own consulting firm RTHawk Housing Alliance, LLC.  where he works with the Industry best and the most project-experienced professionals in Tribal Affordable Housing and Low-Income Housing Tax Credit Programs.

Lorna Fogg began working in the Tax Credit Industry since 1995, previously as the Director of Acquisitions for Raymond James Tax Credit Funds (RJTCF) Inc., a Tax Credit Syndicator and later as President/CEO of Travois Inc., and most recently as a Partner/Owner at VitalSpirit LLC, an affordable housing consulting firm that specialized in working with Native American Tribes, Tribal communities, and Tribal Governments.

Lorna knows Tax Credits from the bottom-up, because she has worked her way from the bottom to the top of each organization, learning a wealth of information along the way.

While working for Raymond James TCF, she was instrumental in the development of the successful implementation of using the Low-Income Housing Tax Credit (LIHTC) Program in Indian Country. Her experience included:  Structuring successful projects (from an investor and developer’s perspective); Relationship building (with investors, state agencies and tribal personnel); Preparing financing applications; Underwriting - Construction Draws - Asset Management - Problem Solving, as well as serving both as an Investor and Client Liaison.

​As President/CEO of Travois, Lorna oversaw staff working in areas of Low-Income Housing Tax Credits, Gap Financing, Compliance, plus New Markets Tax Credits.  She was a leader in contributing updated and informational training and education to all Tribes, Investors, in addition to other agencies.

As Owner/Partner of VitalSpirit, Lorna used her previous experiences to join as a member of the Novogradac & Company LLP’s LIHTC Working Group to help resolve technical and administrative LIHTC program issues and matters of growing concerns.

Today, Lorna is Vice President of RTHawk Housing Alliance, LLC., where she leads the companies Finance and Development division.

Robin Thorne has been working with Tribal clients in developing and managing their Tribal Affordable Housing Projects since 2003, where she works directly with Tribal Housing Authorities, and their employees, Boards and stakeholders to ensure compliance with LIHTC, NAHASDA, AHP and other Affordable Housing program requirements.

She is a frequent Tribal Housing Industry Expert Speaker at Regional and National Training Conferences, and at Tribal Association events.  She regularly leads educational Seminars and Technical Assistance as a Subject Matter Expert, in addition to supporting clients and Tribal partners with on-site visits and resources.

​In Collaboration with the National American Indian Housing Council, Robin created the NAHASDA & Tax Credit Compliance Professional (NTCCP) curriculum and national certification program.  This designed the framework to classify professional experience and expertise in advancing Operational Compliance under both programs.

Robin, in her dedication to building relationships with Tribal clients, Tribal advocacy groups, State allocating agencies and Elected Officials works hard to ensure that Tax Credit and Grant Program Policies reflect the concerns and needs of Tribal organizations.

Robin is certified as a National Compliance Professional Executive (NCPE) and a member of the NCP Advisory Board for the Housing Credit College.  She is also a Housing Credit Certified Professional (HCCP), designated by the National Association of Home Builders (NAHB) and is a member of the HCCP Board of Governors.

She also reviews initial tenant move-in and re-certification files and assists clients with investor and state reporting requirements.
